Grate peeled potatoes and onion on the star grater or blend in a blender. Combine it with all-purpose flour, egg, and salt to taste. Mix well. Combine minced meat, salt, and spices to taste. Heat a large skillet over medium heat and add vegetable oil. Then add potato mixture. Top with a meat mixture and cover again with potato mixture. Fry on both sides 3-5 minutes until potatoes are golden brown. Repeat until end mixture.
